What makes a summer camp a "fancy camp?"

My younger son goes to three or four camps every summer and they all have different rules about communication. At orchestra camp, they are allowed to use cell phone one hour a day, between dinner and evening activities. He hardly ever calls, though, preferring to spend his free time hanging with friends. His French camp is spent canoeing in the Boundary Waters area in places so remote they have to dig their own toilets. They confiscate the electronics the day they get there and they get them back when they leave. He usually goes for two weeks but this year he is going for a month. That will be hard.
