My guess is that it's a cheat prevention mechanism. If they give all the answers every time, kids could cheat very easily. By providing some questions without answers, they have a failsafe to check for cheating.
School is pretty much the only way my kids are exposed to Swedish language, culture and customs. We aren't Swedish, and we don't speak any Swedish at home. My kids switch quite easily between all three languages, and don't really think twice about switching. I've gotten pretty good at switching as well, since I usually have to use all three languages every day.
Bwa! That is how dd is with dh. After the year of history tests that I did not know about, there was a year with occasional history tests that needed actual studying. So, the first time she asked for help, I agreed to help. It was a laborious and miserable affair. The next time, I suggested she get her dad to help. Not only did he know the bleeping language and know the history, he has advanced degrees in the field. She agreed.
The third time I again suggested she get dad to help. She declined. As she put it daddy really talked to much and besides she felt that she had figured out how to study for history tests.
It's funny, but as poorly as I did in high school Algebra, I am actually finally able to help my ODS with math now that he's taking Algebra. Apparently not much in Algebra teaching methodology has changed in the last 20+ years. It's all the elementary school math that I can't wrap my brain around!

Just like textbooks only having odd answers.
