1 -- not all parents are capable of that. Not all parents have the emotional, intelligence, time or financial resources to be that sort of help on a regular basis. 2 -- It can create an inaccurate picture of the child's abilities.
So do I, what I said was that how a parent views homework/projects does not mean the parent views the education in the same way...not that it's not part of their education.
I don't know whether I'm comparing apples to apples here, but our school gets $3300 per kid. We also get a small additional amount for low-income and ESL kids (about $150/kid). We don't have much in the way of bells and whistles.
Our district uses the Ravens test for the initial screening (all 2d graders take it). It's a nonverbal test of reasoning.

Why? Wasn't this included in the day? If these children needed extra help with reading, isn't there reading teachers provided that they would go to outside of the class?
I'd rather our school used it's resources for things other than assistants, when it has a large pool of highly educated and motivated parents willing to volunteer.
That sounds almost impossibly low. Are you sure that is correct? I don't mean to pry, but would you divulge either the state or at least the region you are in?
