my DS asked me this the other day and i thought of this board.
So the choice is either a SAHP, someone being home at the time school ends, or this ONE mother in the entire district? How many kids does she watch? What happens if you have to work and can not get off in time for school to end and you have no one to watch your children? Do they just allow their very young children to stay home alone?
My guess is that family or friends or older siblings watch the kids. Lots of people around here do that kind of thing. Between the ages of about 8 and 12 or so, my mom dropped me and my sister off at my cousin's house before school and we got off the bus there and my mom picked us up from her house. She's 16 years older than me and had her own house and family, which was right next door to our house. There wasn't official before and after care offered at my elementary, even if my mom had wanted to use it.
Or parents stagger their hours, so they don't need before and after care, which is likely the route DH and I will go.

We don't have those options. If it wasn't for aftercare, we would have to find a sitter that would either take my child off the bus or they would have to go to their house.
She only mentioned ONE woman who did it in her home. That is why I asked.
Some people do not have family that could sit their children after school.
My daycare did pick up kindergarteners from the local school and bring them there. Our district does not have bussing like that. They have after-care in the schools only. When school is closed, after-care is closed.
