what do you consider to be the bare minimum students should know and/or be able to do before graduating high school? Basically, what are the basics?

OK, first of all, I think that most basic academic work should be accomplished by 9th or 10th grade. One problem I see with the current educational system, and not just in the US, is a dearth of viable, constructive alternatives to an academic, college-prep track at the HS level. There are some interesting things happening in the US with magnet HSs focusing on things like IT and other vocational tracks. I would like to see more of this.

So, IMO, a 10th grader should be able to:

Read the NY Times or equivalent with good comprehension and be able to have some clue about the context of a given article, IOW some broad general knowledge of history, geography, science etc.

Write a summary of such an article in coherent, correct English.

Outline the POV of such an article and give the opposing view, again in coherent, correct English.

Add, subtract, multiply and divide, set up and solve an algebraic equation.

Read, write and speak a foreign language.

Explain in general terms at least how the political system of his country works.

I am sure there is more, but the above would be a good beginning.

Know how to balance a checkbook, know how credit works, be able to figure out sales tax, count back change, write a resume, be able to read a newspaper, read and understand a contract, comprehend political rhetoric, understand and use a budget, use manners and etiquette properly.

With us it is linguistics and art history, not theatre so much. Of course, the child's very normal reaction has been to go into hard science, lol.

I'd also say know whot to accept criticism and handle it with grace... I am continually amazed at college interns I get who have been told their whole life how precious and perfect they are and they write me a press release and I hand it back with red ink and tell them to make it better and they fall apart.
