Advice: The big "talk"

Okay, I need advice on when people started or will start to have the big "talk" with their kids.
My oldest is going to be 9 next week. I have some friends telling me they already had this talk with their children at this age. She just seems so young to me. She still plays house, school and dolls with her little sister. IMO, telling her about sex is going to take some innocence away from her. But, am I sheltering her too much?
She knows about periods and body hair development. She already has little breats "bumps" (as she likes to call "em).
Agghhh..I really thought I had until she was 12 to have this talk like my mother did.
What is everyone's opinion?

So what do you call paint that you put on your face so that you can feel powerful when you are going to the grocery store? Power paint?
Luckily, with all my hot flashes, I generate my own power these days and don't have to rely on artifice when out trying to impress the other traders with my painted on"power." Woe be to she who tries to get in between me and the last box of Vanilla Spice Chai on the grocery store shelf!

I think a girl should be taught (as she begins puberty and up until she is an adult), how to apply make up, when it looks appropriate, what types look appropriate for different situations, etc. Or whenever she begins to show interest, it obviously will be later for some girls.
I dont think there's anything outrageous about a child putting on some lip gloss at 12 years old. Its not sexual and for a lot of girls its thrilling and fun. When I was a kid I didnt want to wear makeup because I thought I was ugly without it, I wanted to wear it because it seemed grown up and exciting.
So my mother indulged that in an age appropriate way and showed me the right way to wear it. I was not one of those girls putting on WAY too much in the bathroom in 7th and 8th grade and then washing it off before I went home b/c I didn have to be, you know?
