Condoms for 12 year olds?

A school district in MA is considering offering condoms to students as young as 12, they are seeing sexual activity, STDs and pregnancy affecting kids even at this age.

If they need them, they need them, but I think it is an absolute crime that immature children are feeling pressure to have sex. I don't care how precocious they are, if a 12 year old has sex, it's because that child thinks he or she "has" to for some reason. Sure, they have urges, but they are not mature enough to engage in this kind of relationship and at the very least, I hope the adults in their lives (any adult!) are addressing the psychological roots of the problem and not just trying to prevent the physical consequences.
My first question to the school board would be would the school district also accept the responsibility in the case of condom failure or failure of use by said student?

Why would the school district be responsible instead of the condom company?
It should be left to the parents but the school should focus on prevention?
