Condoms for 12 year olds?

A school district in MA is considering offering condoms to students as young as 12, they are seeing sexual activity, STDs and pregnancy affecting kids even at this age.

I don't see how that would be the message conveyed.
Grocery stores, Target, WalMart and so on and so forth...
Home, friends house, park...off the top of my head, I think though if two tweens were determined, they would find a place and I think the last place would be at school.
Why would it make more sense to deal with the consquences of the risky behaviors than to make the behavior less risky?
