Condoms for 12 year olds?

A school district in MA is considering offering condoms to students as young as 12, they are seeing sexual activity, STDs and pregnancy affecting kids even at this age.

I do not understand your logic that says if you gave out condoms to 12 year olds or anyone of any age, that would encourage them to have sex on school premises.
I wonder if this kind of thing would cross over as a confidentiality thing b/w a student and school counselor, And when I think of things school nurses do pass out, I can't visualize a condom being one of them either..
