In an effort to make food in schools healthier, some school districts have actually banned cupcakes at school birthday celebrations.

If you look it up, you will see that at 5'6", weighing 150 leaves you with a BMI just below 25, which is not clinically overweight.
At the same time, I know that my top weight (the most I have ever weighed non-pregnant) puts me at a BMI of 22. I do not feel comfortable at this weight, although it is a perfectly fine, normal and healthy weight. If I lost 20 pounds, I would still be within normal BMI, likewise if I put on 20 pounds. The range for normal BMI is pretty big, IOW, and where on that continuum someone feels comfortable probably varies a great deal from person to person and it is perfectly possible to have normal BMI, lose 30 pounds and still have normal BMI.
