In an effort to make food in schools healthier, some school districts have actually banned cupcakes at school birthday celebrations.

I'm not for having cupcakes in school but your amounts are pretty extreme. Is this representing what your school (or or kids' school) brings them in for?
While there are other holidays somehow you have 11 plus 24 that you don't even explain. My kids' school limits the party to 3 a year. Each class gets 3 & the teacher can pick which holidays to have it on. No bake sales here in our schools. There is a winter carnival going on in which you can decorate a cookie, but that's not during school hours, so doesn't count. Also they bring in cupcakes for Dr. Suess day, red & white stripes. So for my school, intead of 69, it would be 28 a year, if everyone brings cupcakes for their bday. Our school did ban cupcakes but put out a list of acceptable things. I usually bring in low sugar or low fat fudgcicles for my kids' class on their bday.
