I would agree, as a wohm....I have more constant access to two phones (one with three incoming lines), email, fax and other people who could help get a message to me if I'm in the restroom, meeting and so forth....I don't have that when I'm at home and I didn't have that when I was a sahm.
I would have serious reservations about sending my kid to a preschool that the volunteers could just up and leave (I won't even get into the issue of *volunteer* teachers).
....and I wouldn't want to miss fields trips, volunteering and such for/with my kids, which are the times that I am not available in order to be available all the time, I need a network and I am richly blessed.

I just said about the same thing....I have co-workers who would take the call in my absence and find me in a meeting, lunch, the restroom...so forth.

Well, as a sahm to five kids, I can say, w/out reservation, that I am NOT always available.

....agreed and if the preschool was licensed, that could jeopardize the ratios and the license of the preschool, not to mention the children.
