No wonder the government has no money

I got an envelope today that said U.S census 2010. I was expecting to be my census form. No, it is a letter telling me that I will be receiving my census form in about one week and the importance of filling it out.
Doesn't sending every household a letter telling them that they will be sending another letter a week later add a huge expense to doing the census. If someone is going to disregard the actual census then won't they also disregard the letter saying the census is coming?
I thought the same thing, but after reading tryingtoquit's post I can see why they do it.
My latest gripe is with my health insurance company. They are paying some outside company an exorbitant amount of money to help them do an audit. That means I have to send in my tax form, marriage certificate, and my kids' birth certificates to prove they are eligible dependents. I have to wonder if enough people are committing fraud to justify that expense. Not to mention that it's the state's health insurance program, and I have to think that many of the state employees will use work time to prepare all that stuff to send it in.
