Using Humiliation as Punishment?

There have been a lot of stories in the news the past year about parents using public humiliation as a punishment tool. If their kids are going to break the rules, then they are going to let everyone know about it. With social media, it's pretty easy to have it happen and even go viral across the nation.
The latest is from Utah, a mom found out her 10 year old daughter was bullying another child:
Kaylee, 10, was teasing another student about her clothes so much that the student wanted to leave school.
So, when Kaylee's mom, Ally, found out she made her daughter wear outfits she picked out at a thrift shop.
