So she cares about her home, even though it is rented?
I think the "not caring as much if the home is a rental" issues stems from landlord rules, not the homeowner's level of caring. Many rentals don't allow you to paint, put holes in the walls, redo carpet or tile, change hardware on cabinets, etc, etc. - which are many of the things a homeowner might do. Sure, you can add curtains and knickknacks and topical decorative touches, but you can't do the major (imo) things like paint.

Yes, those things can be issues. It all depends though. Also, I have always tried to rent places that did not have no-gos, like yucky floors or whatever.

Yes, that can be annoying, but it is not universal. Also, if it really bugs you, there are other solutions, like fabric panels, to add color and texture.
