She doesn't and I didn't ever state that she did.

Then you agree with me that Christmas isn't about gift cards, or even exclusively about gifts.

My kids always had wrapped gifts at Christmas, I just don't care for that tradition when it comes to grown-ups.

Hazel's feeling about the holiday is the same as about 95% of people who celebrate Christmas.

she was not doing any Christmas.

We didn't give gifts at Christmas. We still had a very nice Christmas.

she borrowed money from her mom to buy stocking stuffers.

We spent SOME of the money that she gave us as a Christmas gift (we had received it before Christmas) to buy stocking stuffers for the kids.

Why wouldn't it go over well in the public schools?

ITA on that with teacher gifts. Once my sister have her ds' teacher a candle & the teacher was overcome with happiness at getting something she could actually use up . . . not another little figurine. That was probably 5 or more years ago though & it is more common to give gift cards now than then. I'll be that teacher (and quite a few others) are happy.

I like to give teachers book store gift cards. I figure then they may buy books for the classroom or for themselves, whatever floats their boat.

It isn't Scrooge-ish to say you don't want them for yourself and won't give them either. But it is Scrooge-ish to say or imply that other people who give them (to others, not to you) aren't doing gift-giving properly.
