Yes, it is irritating. But, what was noted before is that schools are not required to explain to parents the law. It's up to the parents to know. We again then come to the dilema that those that create policy for schools may not know the law. (a tangled web).
All we can do is educate people to what their rights actually are. My husband inquired to me just how I planned to enroll our kids in school, I said easy, just walk them in. LOL, the letter I wrote for the daycare center he read and looked at me puzzled. (Quite a bit of legaleze in there), and I just said "what, do you think I'm that stupid?" I know because I pay attention to it, however, for those that don't, it's quite easy to understand how they wouldn't know.
Use it as an opportunity to spread knowledge. :-)
