One thought for you is to consider getting a second opinion. Request your charts from your current doctor and talk with another surgeon about your situation. They can do ultrasound to take a look at your adhesions and read your doctor's post op reports of what she observed. They can then tell you their recommendation on if you need a vertical incision.
I suggest this only because it seems to me that some doctors are very conservative when it comes to C sections and do not like to do more than 3. I have quite
