Measuring small--what might that mean?

Hey all--Looking to some BTDT moms for advice or thoughts on behalf of my sister. She's due with her first baby on March 31.
My sister was told at her 38wk appt yesterday that she was measuring 'alarmingly small' and they signed her up to get a growth ultrasound for Friday (way to torture her for two days!) Here are the details:
1) My sister has been measuring on the small side for most of her pregnancy. A growth ultrasound was done at around 29wks and everything looked fine.
2)This was also not her regular doctor, and there's a chance it was 'alarming' to her, but my sister's regular doctor would not have felt the same way.
3) Baby's heartbeat was strong, and there's been lots of movement.
4)Sister also weighed in 6lbs LESS than the previous week, but she thinks some of this was water-weight (was extremely swollen the wk before) and she also wasn't wearing her back brace (which is probably a good 2-3 lbs).
I've tried to reassure my sister that heartbeat and movement indicate a thriving baby, but I also was unsure of why someone would be measuring 'too small'.

Thank you for weighing in on my sister's pregnancy predicament! She had her growth ultrasound on Friday and all was well. I don't think there was any particular explanation, but baby measured "normal" and so everyone is doing much better now!

I'm so glad to hear all is well! I hope she's holding that little one in her arms really soon. I hope you get to hold her and remind us all about that wonderful new baby smell. :)
