Modeling Scam?

I live in a small town where there isn't but one agency in the city. I checked out the website and it says ...

"The process is simple . . .
*Fill out the form we’ll send.
*Return form with a current snapshot you’ve taken. (Professional photos are NOT encouraged.
*Attach a $35 one time only registration fee.

This registration will cover your child until he/she is 4 years old. Then, your child will be ready for our Children’s Modeling Program. We’ll even deduct your $35 Baby Registration Fee from the Children’s program."

Along with some other things, now I was wondering if this fee is a scam or not?

Please help me out

As the majority of us here will tell you, if an "agency" is asking for money, "run the other way."

Oh yeah! That's cool. I also checked on the BBB website and it said 0 problems for the company.

She lives approximately 150 miles from Miami Beach which is where there are lots of good and reputable kids modeling agencies.
