Deb I would check that TSA website plus check your airlines website-they usually give dimensions on acceptable carry on luggage. I don't think it will be a problem though. :)
Ya know Deb, I know that there is space in front of your feet b/c that is where I put my bag but I'm not sure how tall the space is, ya know? I know that you can fit a backpack in that space but I'm not sure about the bag. I know, I'm not helping-but I do know that there is space there, just not how big it is. :(
I know what you mean. I would want them accessible too. I always took a backpack for Robbie with all this things to occupy him while we were flying. I stowed it under the seat in front of Robbie-like you are planning on doing with the girls. It makes it easier than having to get up and get stuff from overhead. It's esp. bad nowadays with everyone bringing a carry on too-it gets packed.I am betting they will fit under there but having not done it before I hate to say that I am sure about it.
I'm now thinking I'll let them take a carry on w/shoes, bathing suit & sleepwear, and just stow it in the overhead. . .and a backpack with things they'll play with on the plane.

I know their suitcases are within the carry on size requirements.
