When to turn off the TV?

First off I should say I'm new at this. And I've asked a few other Moms but no one can give me a clear answer, so I'm hoping ya'll can help. I stay home all day, and my guilty pleasures are watching Charmed and Crime Dramas (CSI, NCIS, SVU, etc.). Random, I know. Personally, I like for there to be background noise/action during the day, and the TV is almost always on, usually on one of these shows.
But, I have 13-month old girls (twins). They don't really care for watching TV, there's only about two shows that I can get them to sit and watch, and even then it's iffy. Otherwise they don't give the TV a second thought. Neither is talking yet. Though one tries to repeat words, and they both understand basic commands. What I'm concerned about is how much of these shows in the background they are absorbing. I mean, they do get pretty violent at times. And I do not want to traumatize and/or desensitize my girls. But I'm also wondering if it'll be too late to turn off the TV when/if they do comment on it? Any thoughts? Any other Mom's that have debated this issue?
