Niece clearly has a speech delay... she's Luke's age and talks at about JT's level with the exception that she uses 4 word phrases I can't understand and he uses 2-3 word phrases I can understand.

I would probably talk to SIL privately about it. If she's struggling with your niece, this might make a huge difference if she can get her into speech therapy.

You might not want to, but you really do need to have a private conversation with her. This needs to be addressed before starting school. Its better that she is on top of it before someone at a school asks here to have a discussion about it.
