"Only 5 states do not have collective bargaining for educators and have deemed it illegal. Those states, and their ranking on ACT/SAT scores are as follows:

South Carolina - 50th
North Carolina - 49th
Georgia - 48th

There's a major discussion going on in our local paper's website about the union busting tactics going on in Wisconsin, Indiana, Tennessee, Idaho and several other states. Of course Wisconsin is making the national news but it's happening all over and it's clear
