If it was due long ago, then no. Never forget the old cliche: "The squeaky wheel gets the grease." The professor hasn't held up his end of the deal and it's holding up your next semester; he needs to get it done. My cousin is in a similar situation with transcripts he needs to enroll in another college. One particular university is being lazy about getting it in and he's made it a point to call the specific person who can get him what he needs.

I agree with M. Don't be afraid to ask and check when it's something important like this. Have you also contacted the professor? I'd be driving him crazy at this point. He's the one that created the problem.

I have left a message with that prof's secretary, and that's the only way we can get ahold of him as he won't bother with email.

After a period of time, I think I'd be contacting the dean of his department about this. I find this sort of behavior inexcusable for a college professor.

I'm out of luck, because the director of the program is the one I just emailed that got annoyed.

Then call the instructor's secretery every day that he doesn't call you. Secretaries can often work miracles.
