I agree that their should be exams. I am sorry but if you cannot pass those exams you should not be teaching! Everyone I have ever met who could not pass them, well they should not be teaching. I know there are exceptions to this rule, but I have yet to meet one. I have met 4 people who could not pass these test and well I am GLAD it was there to prevent them from entering education. They are nice people, but they have no business being a teacher.

I had that experience. I lived and got my certification in NY. I moved to CT and had to be certified there. Here's what makes no sense at all. NYS used to have permanent teacher certification and my first cert is in deaf ed and it's permanen. I got a library degree in CT and needed to get certified in NY to teach library in NY because I got a job there several years ago. Even though I had permanent teacher certification in NYS they made me take a Praxis like exam to get my library certification in NY. How stupid is that? It wasn't even a library test, it was just a test of basic knowledge.
