Sibling for Noah, need opinions

DH & I are in the beginning stages of adopting #2, so of course the first thing I think about doing is start working on names, lol!
We have Noah Jonathan Reese, who just turned two. Jonathan Reese are the names his birth mother gave to him, and we felt strongly about keeping those names for him, though we weren't fans of two middle names before that. We won't have two middle names this time around unless we find ourselves in a similar situation.
It breaks my heart a little that the names we love have become so popular, but Noah is definitely a Noah - there would be no other name for him. And our girl's choice from last time is still our number one choice this time - Chloe Elizabeth - both names have significance, with Malin Elizabeth running second.
Where we run into problems is with another boy's name. Right now the front runner - far and away - is Owen. Is it too similar to Noah (it is, after all, the same sounds just rearranged.) We definitely have a type of name we prefer - two syllables, no obvious nicknames (DH is from a large Italian family who is filled with Vinnys, Tommys, Mikeys, etc. and we're just not fans of that.
Thoughts on Owen? After that, we revert back to all the Old Testament prophet names that I like, but DH isn't sold. And it's a little bit too "themed" for our liking, anyway.
