In 2005 it was 135 -- not yet in the top 100. To give you an idea of other names of similar popularity, Ruby, Lydia, Jocelyn and Audrey are all MORE popular than Charlotte, and Naomi, Daisy and Margaret are just below it (and I don't consider ANY of those to be very common choices). ;)
I think it depends on where you live. I'm in Massachusetts and Charlotte is quite popular -- Charlotte has been one of the top 100 names here since 2001.
