Neither, I have heard it too often for girls to ever use it for a boy, but I also think it is most unattractive for a girl. Put aside any romatinc notions you may have about the city and listen to the sound of the name: Lun-Dun. Nothing pretty about it. Plus what would it ever be shorted to, Lunny, Dunny, Lund?
Despite what everybody else says, I love the name London, for either a boy or girl. What I think you should do is pick London, whether you have a son or a daughter. London suits both. :)
To me, there's just something wrong about a name when you read it in context and say "I wonder if that's a boy or a girl?" With very few exceptions, I don't like place names at all, especially this one which doesn't have a particularly pleasant ring to it. But I would guess that maybe a boy's name...?
Place names to me are overwhelmingly boys names. Most place names have unattractive sounds and I just can't imagine them on a girl. On top of all that, the people of London are lovely but the city's not a very pleasant place. I'd hate having London as a name, myself!
