Felicity! Amelia and Felicity just sound perfect for sisters. ;)
Savannah -- MUCH too trendy next to Amelia ... nothing classic about it, KWIM? Not that that makes it a bad name. I'd just expect to see it as a sister to Madison, MaKayla or Nevaeh, if that makes sense.
Caroline -- goes well with Amelia, but a bit more expected.
Elizabeth (go by Libby) -- also a more "common" classic. Nothing wrong with it, but knowing dozens of them kind of takes the shine off
Viola -- It's ok, just not my favorite from this list
Lucy -- probably my second choice. It is rising in popularity (along with Amelia), but it's still no Emily. My only problem with it is it seems a bit nicknamey next to Amelia. I'd expect Lucille or another longer form, but that's just me.
HTH ;)

I voted for Caroline, because besides loving it, I think it is the exact same style as Amelia without being matchy at all.
Good luck
Michelle
I'm still voting for Libby and Caroline is a very close 2nd choice. Those are names I would have used for daughters if I had any. No good reason except I like them. I also love Elizabeth because it has so many possible nns. When she's a teenager and wants to rebel against everything you believe in, she can be Liz or Beth or Eliza or ...
But really, I like all of the names on your current list. To me, Savannah and Lucy don't go with Amelia quite as well as Elizabeth, Caroline, & Felicity because they're all traditional English names. Savannah is Spanish and Lucy isn't as formal. But I think they're close enough in style to Amelia that they would sound okay together.
I have a hard time with Viola because I know someone who plays the viola and I keep picturing a big violin and wanting to pronounce it that way (vee-o-la). I don't think most people would have that association though.
