I absolutely adore Millie as a nickname, but I'm not a fan of Milicent. Would you consider Amelia nn Millie? Or Camilla? If you are interested and open to other first names with the nn Millie, let us know and we can make you a whole list.
I like Lucinda okay. It's not a favorite, but I don't dislike it. I love Lucy, only I will warn you that I think it's about to shoot up in popularity. I live in a town filled with the sorts of
LOVE them both, but if I had to pick one its gotta be Millie. Too cute! I think Minnie is nn for Millicent too, and I adore Minnie. I don't think mouse first, I think sassy 20s girl.
The nns are both very sweet, although Lucy is quickly becoming quite popular, but the names themselves have very different styles/feels to me.
I've actually only ever heard Lucinda used within the Spanish population, so I'd assume a child named this was Spanish. Millicent, on the other hand, has a very classic, old-fashioned feel to me. I don't dislike either name, they just seem quite different in my mind.
I do prefer Millicent Clara, of these choices, and Millie Claire is very sweet.
I LOVE the name Clara, and as such, would prefer it as the first name. :-) But Millicent is nice, and I love Milly. I like Clare better than Claire (that's just me; lots of people don't like Clare), and Milly Clare is quite a cute double name. I think I'd like Camilla Clare just a bit more than Millicent Clara, and that's saying a lot, because Clara is a favorite of mine (because of "The Nutcracker"). I love alliterative names, though, while some people are really, really opposed to them. But I just love the way they balance out a monogram. I know it's silly...
I don't care for Lucinda, but I like Lucia, which could also render the nickname Lucy Claire / Lucie Clare. I just read Annie's post, and was reminded to post that I personally have babysat for three Lucys age 2 and under. And I lived in a relatively smallish college town. I know of at least two others off the top of my head, and I'm sure I could think of a few more...

I had a great aunt Millie, very sweet old lady who was a wild and spunky girl once. Her fn was Mildred.
I like Claire better as the middle name for both Millicent & Lucinda. If you want less common, go for Millie. If you want common, go for Lucy.

Very nice. I like both names, but they are too close to dd#1 Lillian nn Lily for us to use.
