Elena -- this is a good match for Cora. You may also like Elise.
Maya -- this is my least favorite for you. It just has a very different feel than Cora, if you KWIM, but at the same time sounds a bit matchy (two syllables ending in A). Just not my favorite sib set.
Mila -- love the name, but kind of the same issues as Maya for me.
Gwen -- this GMV ... love it (but prefer it as a nn)! Have you considered a longer form as the given name? Gwyneth, Gwendolen, Guinevere, etc.?
Are you aware that Helen, Elaine and Elena are all forms of the same name? ;) I'm guessing you are, but just in case, these can also be considered forms of Helen:
Ellen -- slightly prefer this to Elena for you because it's closer in sound to your mom's name, still more visually similar to your MIL's, and avoids having another A ending
Helena/Lena (he-LE-na or he-LAY-na) Helene (ay-LEN) Helana (he-LAH-na) *** I love these forms for you, especially Helena with the he-LAY-na pronunciation. It would be an almost literal combination of Helen and Elaine, and it more obviously honors your mom (whereas Elena looks much more like a variant of only Elaine, especially to someone unfamiliar with the common roots).
