No matter what spelling you choose, she will get called claud-ee-ya. Guaranteed. I would look for something different to avoid problems. Or just stick with Claudia which si GORGEOUS.

The English pronunciation of Claudia is KLAW-dee-a, and the German is KLOW-dee-a (I've heard it pronounced both ways, and wouldn't assume either until I was introduced to the child, although I also prefer KLOW-dee-a).
I wouldn't, however, try and alter the spelling to ensure the correct pronunciation. Some people will mispronounce a name no matter how obvious it seems. Even if you went with Cloudia -- which is not nearly as visually appealing, if I may say so -- people will get it wrong. After all, Claudia is a recognized name. Cloudia is not, so many will stumble over it. Cloud-ya, Clo-ud-ee-a, Clo-ud-ya, etc. ... it's NOT Claudia, so many will assume it's some foreign or made-up name they've never heard, and often make it much harder than it is. ;)
FWIW, I've never heard anyone try to pronounce Claudia as either CLOD-EE-YA or CLODE-EE-YA. LOL

I agree with the others that no matter which spelling you choose, you'll have to correct people's pronunciation.
To me, Cloudia looks like you wanted a nature name and named her after the clouds.

lol... I was thinking that too, but then I think I realized what PP was getting it. She doesn't like
CLOD-EE-YA <--took this to be Clah-dee-ah. With the vowel sound of "Clau" sounding like "ah", like "open up and say, 'ah'". As opposed to having an "aw" sound (like, "aww, she' soo cuute!!!" lol...)
CLODE-EE-YA <-- took this to be Claw-dee-ah. "Claw" sounding like the word "claw"- like a lobster has a "claw". lol...
I think your daughter will go through life correcting the pronunciation...
