I could think of Mabel and Mirabel. Is there a reason you want a -bel name? I quite like Annabel and Mabel. Mabel seems very fresh to me.

I know of a Norabel. And I think someone else already mentioned Claribel/Clarabel (I think they use the Clarabel spelling on Thomas the Tank Engine). ;)
There's also Amabel (Annabel is generally considered a variation of this), Sybella (a variant of Sybil/Sibyl) or Sabella (a short form of Isabella), Arabella, Mehetabel/Mehitabel and Jezebel (though these might not be your cup of tea ). I've even heard of combo names like Rosabel or Corabel, so it's always possible you could do a sort of double name to satisfy dh and still give her a less common name.
Be warned, however, that the -bel(le) names are hot BECAUSE of this obvious nn, so you have to be comfortable with how common Bel(le) will be. Not a big deal if she'd use her less-common given name in school and such, but something to be aware of.
