Adelia Belle - for me it's too close to Avonelle; Adelia Kate would be less similar
Georgia Kate - if you don't love it, I don't think you should use it, esp. if it reminds you of GWB

Adelia Belle- Love it, but agree that it is very similar to Avonelle. What about just Delia?
Georgia Kate - so sweet, really like this. But if you don't love it, you don't love it.
Penelope.......? - Adorable. Could use Poppy as a nn, or Pip, or Nell.
Eloise...? I agree that it's not the best with Avonelle since you already have the -elle sound. I do love the name.
How about Ruby, Greta, Scarlett, or Gretchen? I find they all have that cute southern feel.

Adelia Belle (concerns - too similar/tongue-twisterish to say with Avonelle?)
***Adelia works, though I would personally try to avoid another A name for the reasons you mentioned. Still, if this is the one for you, I'd probably pair it with a different mn (since Adelia Belle as a whole is VERY similar to Avonelle, KWIM?).
Georgia Kate (to be called both names) (concerns - can't get in love with Georgia, maybe because of George Bush?, pros - love the double name sound though and way they work together)
***Perhaps a bit too common for your tastes, especially if you're not really in love with Georgia. The double name idea is fine, but you could probably find other combos you'd like better, from what you've said.
Penelope.......? (love the name, but HATE penny as NN)
***You have the "el" sound here again, if it bothers you, but you definitely don't have to use the nn Penny. Penelope could be a number of things -- Pippa, Pippy, Poppy, Polly, etc.
Eloise...? (Love it, but is Elle too popular these days, would she just be called that, is it too much to have two girls names with Elle sound?)
***Love Eloise, and if you're worried about the popular Elle nns just enforce a no nn policy or use an alternative from the start (Eloise could be called Lola, Lulu, Elsie, Elsa, Lucy, etc.).

Adelia Belle * Adelia isnt so bad, but I would change the middle name, in a previous post someone suggested using Kate here, (Adelia Kate) and I think that sounds better. Other options: Delia, Delilah, Adelaide, Adeline. If your gonna use the nn Addy with this name, it may not be that big of a deal with Avonelle, but she will get caught up in the Addison (Addy)/Madison (Maddy) train. Even Madeline Belle or Madeline Kate would be cute.
Georgia Kate *I am not a fan of this name at all, and imho i dont think it flows so well

What about Georgina or Georgiana, instead of Georgia? With the emphasis on the second or third syllable, respectively, the focus wouldn't be on the "George" sound; so perhaps it wouldn't remind you of George Bush. Other names - Savannah? Adelia Rose? Della? Adele? Estella? Blanche?

I really like pp's suggestion of Susannah as a sister to Avonelle. Susannah Pearl or Susannah Kate would be really pretty, and since Susannah has been totally absent from the top 1,000 names for several years now, I think it's safely "unusual" for this generation. Also has that southern charm without a doubt! Charlotte and Scarlett are lovely, but probably too popular for you.
Adelia Belle- I think it is too close to Avonelle.
Georgia Kate- I love the double name, and I do like Georgia.
Penelope- I've never liked Penelope, not sure why.
Eloise- Very pretty, but I agree that the -elle sound is too repetitive. What about Heloise or Louisa as alternatives? I like both of those a lot too. Louisa Kate would be lovely!
