To me, Raleigh is a boys' name more than a girls' name. It automatically makes me think of the city, and Bill Murray's character in The Royal Tenenbaums. It is definitely pronounced RAH-lee (RAW-lee).
Rally could be a nn for Rafaela/Raphaela. I also like a pp suggestion of Geraldine.
Well I'm from NC and the capital is pronounced Rah-lee. With a long "a" sound and not short. Does this make sense? The city and Sir Walter Raleigh were not pronounced "rally", but I can see why people would think so from just reading it. I think it could be for a girl or boy. Probably people would think male at first, but it does have a feminine sound with the "leigh". Hope this helps!
the only way i've ever heard it is like raw-lee. like raleigh, nc. and i've known a guy with that name. but i suppose you could use it as rally. pretty much anything goes these days anyways.

Auralia is usually pronounced o-RAIL-ya (long A, like in Dale).
