I wasn't sure if you wanted to know if Delaney CAN be a last name or if it is ONLY used as a last name. I voted "yes" for now, since obviously it is a familiar surname, but it's a first name as well (if you intended to imply the latter).

I really like it as a First Name for my baby Girl, but the fact that is a Last Name is making me not want to use that name as a First name and just go for the name Leila Nicole, instead of Delaney Nicole. ( I really like how is sound Delayne Nicole :( )
Well Delaney definitely is used as a surname, and has been for quite some time. I don't think that's a reason NOT to use it, however, since it's rather difficult to find a name that hasn't been used as a last name at one time or another. Searching the white pages for the last name Leila returned 21 in my area alone (and that's just with that spelling ... there were also six spelled Laila and 11 spelled Layla)! And that's without getting too creative or including names that might sound very similar. ;)
The only time I would caution against using Delaney as a fn would be if your ln was also a common fn. Delaney Patrick, for example, might often get reversed to Patrick Delaney by teachers, pharmacists, etc. thiking the order is a typo. Delaney McGregor, on the other hand, probably wouldn't ever have that problem.
FWIW, I do prefer the flow of Leila Nicole to Delaney Nicole, because of the similar -ney/Ni- sounds so close together, but I actually wouldn't use the mn Nicole anyway, unless it holds very special meaning for you. If it doesn't it's quite a dated filler mn -- more something that many thought sounded "pretty" back in 1976, KWIM? Again, if it's a family name or something that's not the same as using it as a filler. Just wanted to make sure you were aware. ;)
I think Delaney makes a great first name! There are TONS of first names that are also used as last names, so I wouldn't worry about that at all. I do not know anyone personally with the ln Delaney.
Here are some examples of names that are used for both fn and ln: Cole James Kennedy Mackenzie Jackson Henry Clay Noah Gabriel Madison Braden Cooper (really all the occupation names)
Of course, this is more commonplace for boys, but I think it is perfectly fine to use Delaney as a girls' first name. Plus, nn's Lane or Laney are sooo cute. I personally like Delaney better than Leila.
