I'm not really keen on any W boys names either. I don't think you should have a pre-set formula like that - like the initials WC. You should find a name you really like and go with it. maybe use either your husband's first or middle name as the child's middle name.
here are some girls I think would match up with Cecelia:
Olivia (although granted, soaring up the popularity list)
Johanna (not overused at all, very classic, pretty)
Belinda (a long known name, also rarely used, probably not quite as classic in feel, but I think it would go well with Cecelia)
Angela (never a chart-topper, always around)
Naomi (not one of my personal favs, but is a good match here)
Lydia (ditto above, maybe too many of the same sounds as Cecelia though)
Miranda (nice match up)
as far as boys: anything considered classic there is also somewhat popular: my favorite classics there: Matthew, Michael, Anthony, Andrew, Christopher, Noah, Luke; slightly off classic but not modern/trendy: Gregory, Zachary, Timothy, Douglas, Kevin.
With our 2nd son I liked the nick-name Wes, but DH didn't like Wesley. We chose Weston instead and love it more every day. Wes is now 14 months, his mn is Scott. If you like the initials WC, I like Weston Charles or Wesley Charles.
For W, I like Warren, Wesley & Willoughby. Some of my favorite C names are Calvin, Cedric, Charles, Clement, Conan, Crispin & Cyrus. Any of those would go well with Cecilia and William's a lovely classic that would go well with her name too. Have you considered possibly flipping the initials around.. CW? or would that be too theme-y for you (both C names)?
As for girls names that are of similar popularity as Cecilia, as far as actually ranked near her name: Clara, Annabelle, Anastasia, Eleanor, Katrina, Kathleen, Miriam, Felicia, Rachael, Josephine, Madeleine & Fiona. All are near Cecelia's popularity on the SSA chart (as of 2003). For things that are similar in feel to her name but are more (or less) popular: Alice, Anna, Audrey, Beatrice, Camille, Daphne, Eugenie, Evelyn, Helena, Honora, Isadora, Jessamine, Johanna, Julia, Lila, Lenore/Lenora, Louisa/Louise, Lydia, Matilda, Olivia, Pearl, Phoebe, Sabrina, Sylvia & Violet.
I particularly like Penelope, Beatrice, Honora, Isadora, Lila & Sabrina with Cecilia!
HI! how about Claudia? Maybe a variation of your name for the mn. Angela, Angelina, Angelica. I think it goes well with Cecilia. How about the initials C.W. for a son, using Cade maybe for your dh or william as mn since it has a long family history! Cade William is great!
