I think with the fn Riley, you need to go with a more masculine mn as Riley is becoming popular as a girl's name. I would assume Riley Francis was a girl. Could you do Riley Franklin instead?
Shelby Elizabeth sound great together.

I love Shelby. It's one of my guilty pleasure names -- it doesn't go with the other names I have picked out, so I'll never use it. But I get really excited when I hear other people considering it. Elizabeth is a great middle name, my only concern is that when you have first name that ends in the same sound that the middle name starts with, it sort of blurs together. So it becomes Shelbylizabeth. It's really not terrible, but it's something to consider. If Elizabeth is a family name, or if you really love it, I don't think this is a deal breaker. But if you aren't sold on it, I'd look for some more middle name possibilities that don't start with E.
Riley Francis -- as the pp pointed out, this sounds VERY unisex. Personally, unisex names don't bother me in the least. But if they bother you, I'd change one or the other. Riley Franklin is a very nice alternative. Personally though, I ADORE Francis (especially as a middle name) and think Riley is "just okay". I have nothing against Riley, it's just very trendy right now and I'm a bit sick of it. (I know 4-5 Rileys, both boys and girls). So if it were me, I'd look for a different first name and stick with Francis for the middle name.
Good luck!
I love Shelby Elizabeth.
I really like Shelby Elizabeth for a girl.
Not so crazy about Riley Francis. Riley is a unisex name now, so together with Francis (although that is the masculine spelling of Francis) I think it might lead to some confusion about his gender when people just see his name.
Maybe something like Brandon Francis? Gavin Francis?

Thank you all so much for your replies! We were pretty much 100% on Shelby Elizabeth but I wanted an outside opinion. We have been going back and forth on a boy name. I really want to use Francis because it was my grandfather's mn and we were really close. I really like the suggestion of Gavin Francis, I will suggest it to my DH. Riley has been the first name we have agreed on so we'll see:) Any other suggestions for a fn (I don't want it to begin with an A or L)? Again thank you all for your help!!!
