I wouldn't personally use it, though I'll admit I don't dislike it. ;) I do immediately think of the word "rumor," which generally has slightly negative connotations, and Rumer Willis (though I love that her parents chose her name because it had personal meaning, not just because it sounded "cool" or "unique," KWIM?).
That said, I do think most will think of the celeb "baby" when they first hear it, but only because it's not quite as mainstream/familiar as some others like Moses, Roman or even her sister Tallulah. In other words, though it is a real name, it's pretty strongly tied to one or two individuals in many people's minds, if that makes sense.
Just something to be aware of if you do end up using it. I do think it's a spunky, uncommon choice, FWIW. ;)

Rumer Willis is about to star in her first movie.
Not my style, so I would not use it. I would pair it with Elizabeth, Jane, Alice, Adele, or Sofia. Ooh I really like Rumer Sofia :)
