I think it hurts when given in the early grades. Kids need time to play, run, develop interests, explore nature. If given too much, too early, by the time that it is actually helpful (that is, kids learning more than what can be taught in the classroom time, in the upper grades) they are burnt out and don't want to do it. This will lead them to be woefully unprepared for college or tech school when they need to know how to learn on their own without a teacher guiding every step of the way.

I think that really the reason we have it so early is because parents want it, so teachers feel pressured to give it. Despite brain research that says that kids are not ready for it. Realistically the kid should be old enough to do it all on their own. If a parent has to read the directions, help with the report, project, etc., the kid is too young to have it. Small assignments starting about 4th grade and building up to high school is my ideal homework situation.
