How to refuse services when you currently get them?

My friend is in CA in a virtual school.

Thanks, there is an advocate group there, I will have her ask them.

I think the school would mainly be wanting to get out of liability.

That is correct, she wants no more services (even though she has been getting them for 6 years,) only the accommodations, which she can do at home on her own anyhow. The charter school scared her and said that she would have to sign a form releasing them from responsibility of providing the services and requiring her to provide them. She doesn't want to provide them. The school people also are trying to guilt her into continuing with the services implying that she will be considered a bad parent. She also doesn't want them calling CPS or anything.
