New Rules for Seat Belts on Buses

The NTHSA is hoping to finalize new regulations by the end of the year that includes a proposal to require seat belts on commercial buses.  I've read a few different articles on this from different view points.  Do you think seat belts should be mandatory on buses?  Or are buses "safe enough" without seat belts due to their design?
