I have a 4 and 6 year old who ride in Frontier 85s in the second row capitans chairs of my 2008 Dodge Grand Caravan.  I was going to move their seats back to the 3rd row while we had company but I discovered there is only one set of latch connecters which is where the only teather hook is located.  I wasn't really worried about the latch since the 6yr old's seat is installed using the seatbelt but there is only the one teather hook.  Is it possible to have more teather hooks installed? Or is there a way I can safely teather the seats while they are installed using the outside shoulder/lap belts?

Once your have top teathers in your car, you can't get any more added in. Also, you can't teather more than one seat to one teather hook. You can (and should) teather a seat wheither it is installed with the LATCH belts or with a seatbelt if its forward facing. Unless one is in booster mode, then I'm not sure if you are allowed to teather them still, some seats allow it, others don't and I can't remember if Frontier allows it or not.

Would everyone still fit if you only put one Frontier where there is a teather and left the other one in the middle row? You can also make the choice for the duration you have visitors, to not have the kids teathered. Since it sounds like both kids are still harnessed, they'll still be very safe. Teathering does help, it reduces head excursion in an accident, which reduces head and neck injuries, but for a short period it will be ok.
