That's ridiculous. So the person "throwing" the party really isn't throwing the party!

I wouldn't go either. For 19.00 I can make dinner for at least 3 nights for my whole family.

I would send her a card (no money neccessary) wishing her well in her retirment.

That's expensive for buffet, and not in good taste to ask the guests to pay. Since you weren't close, a card is fine.
