I actually don't live by this motto.
I always TRY to buy on sale of course. But I find that if live by this motto, it makes me want to buy things on sale just because they are on sale. I tend to have an addictive personality I guess. LOL
Reminds me of a scene from "King of the Hill".
There's a tornado coming and Hank is forced into the Mega Low Mart. The store is torn apart with people buying pallets of toilet paper and water.
Hank needs a new fuel filter and they only come in packs of 10. A woman sees him buying a ten pack of fuel filters and says, "That jack ass is buying up all the fuel filters! I need a fuel filter! What's a fuel filter!"
See, this is why I try not to only buy on sale. LOL A good sale can make me irrational.
I just try to stay in my budget. If I want something and it's not on sale I will still buy it if it fits in the budget. I also try and watch the trends to know when things will go on sale and wait for them then...like corned beef in March, or ham/turkey at the holidays. So most of the time I am getting a really great price.
But sales, oh, I just have to be careful or I'm buying up all the fuel filters.

I have a small house, and I have had to throw things out that we didn't consume because I greedily bought up too many on sale, so I am actually good about that.
Our manager's specials on meat are 40% off, which isn't quite as good, but I never thought to look in the seafood area.
