that's awesome, school uniforms are a budget killer!
For that hem, look at it and see if it's the factory hem or if it looks like someone took it up. IF there is extra fabric rolled into it, you can take the stitching out and make the hem longer. (Look at the waist line, too, because it may have been taken up at the waist, although that is less likely.) The only problem you might have is that there might be a line where the original length was. But, if there is no extra fabric in there, then it just is what it is, and maybe she can wear thick tights under it or leggings, if those are school approved.

There is almost two inches at the hem. It has two large pleats in the front and in the back. I know I can rip it out. I called around to see what alterations would be and the estimates were $11.00/jumper and up.

do you have access to a sewing machine? You are right on with rip it out, then you have to iron out the hem, put in the smaller hem, then iron the pleats back in. On a sewing machine, you can have the hem sewn back in about 5 minutes. I'd happily it for you if you were local. I did that for someone right after Christmas. She bought pants that fit her dd in length, but they were too baggy in the waist. I took my machine to her house and stitched in some elastic. Took me about an hour to do 4 pairs of pants. I didn't know this lady (met her on cl) and didn't charge her a penny!
