Can this year get any worse? (Long Vent)

Okay-here's the latest from our neck of the woods.
Four weeks ago, Noah came home and told me that he had to say goodbye to his autism consultant because she was no longer going to be working at his school. So, I spoke to his teacher and found out that the district had hired an independent firm to handle most of the autism services. Evidently the new consultant came in to observe Noah in the classroom and left it with the teacher that she'd be getting in touch about scheduling his services. I decided to give them a couple of weeks to get settled in to the new district, etc.
Fast forward to last Friday. I asked Noah if he'd met his new autism consultant yet. And his answer was, "No." Well, Monday I asked his classroom teacher if she'd heard anything, and she told me she hadn't. I let her know that his IEP was out of compliance as he is to be receiving 30 mpw with the autism consultant. She told me she'd look into it.
I know his teacher did her best...but nobody had even bothered to give her the "new person's" information. After a series of calls trying to get in touch with the woman, she finally made contact with the consultant today.
WELL...after school the classroom teacher informs me that she spoke to the autism consultant and the consultant told her she'd be seeing Noah once a month or so.
EXCUSE ME?
So I proceeded to get the name and number of the consultant and left the woman a message to try and straighten the mess out. She called back and left me a message saying she could probably arrange the 30 mpw as outlined in the IEP, but she wanted to discuss his goals with me.
EXCUSE ME? HAVEN'T YOU EVEN READ THE IEP?
"Not yet. I'm expecting to get copies of the IEP from the district at the beginning of next week."
How can the school hire an outside firm and then not bother to give them copies of the IEP's to review? The consultant did say she'd be sure to make up the missed time. (At least she understands the need to cover her butt.)
OH...and if that's not enough...
Today was the second Friday in a row that Claire had to stay home with me because her 1:1 couldn't be at school, and there is no such thing as a substitute 1:1 in this stupid school district. I also found out that the IEP we've got scheduled for Claire next Friday has only been alotted 30 minutes. Like THAT'S going to be enough time to cover the 10+ issues on the table?!?! Oh yeah...and the same consultant who is supposed to be seeing Noah is supposed to be attending Claire's IEP. Only, when we asked her about it tonight, she said she hadn't been notified of it.
Here it comes again, Renee...
OM(insert cuss word here)G!!!
We really need to move out of state. Perhaps to a land far, far away...
Amy

out of compliance, out of compliance and oh yeah, out of compliance.
I'd start thinking about filing complaints with the state.
As for Clair, tell the district fine about the 1:1, however, you are keeping tabs and you expect them to make up the educational time clair lost in compensatory services. Perhaps you can get them to pay for a nice summer camp program with a 1:1 aide.
And yes
OM(insert bad word here)G!

What good are laws if noone will follow them? What a crazy, whacked-out world.
(((((HUGS))))) all around. But as we just had 3 weeks of sending DH every other day to DOE administration offices to get DS input into system, because entire homeschooling office for all of Manhattan and boroughs has now been cut to just ONE PERSON, who hadn't yet been trained on the computer...
Your district sounds like it's going the NYC route, Amy.
AAAAUUUUGGGGHHHH.
Sara
Amy, what a mess. I hope this new outfit and the school get their togeather soon.

(((Amy))) I don't have any great advice, but I did want to tell you that I hope that you are able to get all the school issues straightened out soon. I can only imagine how frustrated you are right now.
