I have one issue with what the PSY told you. The head teacher does not have the final say on what happens with your dd. It is a team decision (of which actually parents have the final say legally).
The entire IEP team (special ed teacher, regular ed teacher, psychologist, administrator, OT and Speech Path if appropriate and parent make up the typical IEP team) must decide through collaboration and consensus what is appropriate for a child as far as placement and services. The IEP CANNOT be implemented unless the parents sign the IEP that they agree with the placement, etc and have had a chance to design the IEP with the team. If the parent and district disagree on what is appropriate there are due process steps that can be taken but usually schools and parents try to work together to come to a consensus.
As far as outside school, check into what your state has available for services for kids with ASD. Some states are better than others. There may be respite, social skills services, behavioral consultant, etc.
Also, when it is preschool aged, many schools also will provide consulting and training for the parents to help at home.
