Liam's IEP being ignored!!!!!

So I have suspected for a while Liam's inclusion in math isn't really all that inclusionary. It appears Liam doesn't always go to math (one hour in a reg ed 2nd grade class with a parapro). When I ask him he says sometimes there aren't enough parapros to take him, and when I asked them they say sometimes math is cancelled due to assemblies, other school functions etc. I just friggin' want the lazy a$$ spec ed teacher to tell me the days he goes and the days he doesn't; he gets a written sheet each day and the ay are delighted to tell me when he picked his nose, but not when his IEP is being violated.
So I emailed the reg ed 2nd grade teacher to ask how Liam was doing and I received three lengthy paragraphs as to why she really couldn't tell me as Liam only has to do the work he feels like handing in and although she tries to slow down for him, she will have to pick up the pace as State testing is coming up. Hellooooo, Liam takes the same test lady, so you're just going to leave him behind?!!!! She also acted like I had seen the work she's been grading....umm nope, not a single shaggin' sheet has made its way home. I guess she's been giving the work to the spec ed idiot, and she in turn has been using it for loo roll????? Who knows.
The general feel of the email was Liam is physically in the class, but is kind of in his own bubble with the parapro helping him. That is not inclusion, that is sidelining!!! Dh was LIVID, (he's a math/science teacher so you can imagine), and has demanded an emergency IEP. I think at this rate we need to really push for a spec ed placement at his district homeschool (oh and they WILL create an entire class for him if needs be, just watch me), and more inclusion with a one on one aide, because I can't stand another year of laziness and complacency, and Liam being in a class of non0verbals how eat erasers. I'm sorry but I have HAD IT with Autism being an umbrella for these classes. Yes he has Autism, but for the love of all that is green and holy, he can talk the hind leg off a donkey, is the oldest and out of 6 students one other talks.
Maybe other parents are too intimidated by the educational beurocracy and intellectual bullying of the district, but not me. This would never have happened last year; this teacher SUCKS!!! Oh and I emailed her, the director of the center that oversees Liam's program, the school psychologist who dx Liam, the reg ed math teacher, AND the director in charge of Spec Ed Autism in the copunty. I have moved beyond the squeaky wheel, I am the now the shrieking axel!

My little guy is second grade too and I wouldn't be shy about the teacher's responsibilities either.
You know what I did do (granted, I am lucky enough to have the option of doing this right now), I signed up to substitute teach in my son's school.

Did you see my post ? I felt like your story was a mirror image of mine especially with the fact the school focuses on things like you said "picking his nose," but they don't mention the math class.
